Lesley L. Rosier-Tabor, P.E.

    Biography
  • Lesley Rosier-Tabor, P.E., is the Executive Director of the West Virginia State Board of Registration for Professional Engineers. Prior to taking this position in June of 2002, Lesley served for eight years as an Assistant then Associate Professor of Civil Engineering at West Virginia University Institute of Technology (WVIT) in Montgomery, WV. Lesley is a 1992 civil engineering graduate of WVIT and earned her Master’s Degree in Civil Engineering from WVU along with completing her course work for her PhD. She is a registered professional engineer in West Virginia and her area of interest and expertise was in transportation and highway safety/design.

    In her capacity as Executive Director of the WV PE Board, Lesley is responsible with all facets of the day-to-day regulatory, administrative and fiscal operations of the Board. She is actively involved in the National Council of Examiners for Engineering and Surveying (NCEES) activities and serves on various Zone and National NCEES committees and task forces involving important issues of professional engineering licensure and registration. These committees have included the Member Board Administrators Committee, the Continuing Professional Competency Task Force, Exam Administration Task Force, Credentials Evaluations Advisory Group, the Mobility Task Force and the Computer-Based Testing Task Force. Ms. Rosier-Tabor is the recipient of two distinguished NCEES awards – the NCEES Northeast Zone “Enny” Service Award as well as the National NCEES Meritorious Service Award recognizing her for her dedication and commitment to her Board and NCEES.

    Professionally, Ms. Rosier-Tabor has also been an active member of American Society of Civil Engineers (ASCE) for over 25 years. She has served on numerous national committees including the Committee on Student Activities, Educational Activities, Faculty Development, Committee on Professional Practices and Licensure and Ethics. She has received several ASCE awards in the last two decades, of which included the 2000 WV Young Civil Engineer of the Year, the 2001 National Young Government Civil Engineer of the Year, the 2001 Edmund Friedman Young Engineer Award for Professional Achievement and the 2010 WV Civil Engineer of the Year.
Sue Rubenstein

    Biography
  • Sue Rubenstein is a graduate of West Virginia University with a Bachelor’s Degree and a Master’s Degree in Human Resources and Education. She served as Assistant to the Vice-President for Student Affairs and Director of New Student Orientation Programs at WVU for eight years after graduating Magna Cum Laude. She served as Bar Admissions Administrator for the Board of Law Examiners at the West Virginia Supreme Court of Appeals for sixteen years before joining the West Virginia State Board of Registration for Professional Engineers as their Board Administrator in 2007. Sue works primarily with applicants for examinations, comity and reinstatement. She is also largely responsible for agency procurement needs and the Board’s fiscal operations.
Tara Smith
Administrative Assistant II
    Biography
  • Tara Smith was hired on as an administrative assistant for our agency in May 2002. She was previously employed by Smith, Cochran & Hicks CPA firm where she served as an administrative assistant as well as an accounts receivable clerk. Tara is largely responsible for maintaining our in-house database which includes all examination information, continuing education as well as financial reconciliation of licensee fees. She is also responsible for processing of PE renewals, preparation of official EI and PE certifications and exam and licensure verifications for our engineers.
Tiffany Davis
Administrative Assistant II

    Biography
  • Tiffany Davis was hired on as an administrative assistant for our agency in November 2011. She is a 2006 graduate of Marshall University with a degree in Health Information Management and was previously employed by Charleston Area Medical Center as well as a private health care-related firm. Tiffany was also employed by our agency as a summer intern assisting with various PE and COA license renewal functions during the busy 2006 and 2007 renewal seasons. Tiffany handles all company COA-related matters for our agency and assists the Board Investigator with the annual continuing education audit needs.
Aaron Armstrong

    Biography
  • Aaron Armstrong has been with the West Virginia State Board of Registration for Professional Engineers since September 2013. Prior to working as the Investigator with the State Board, Mr. Armstrong has experience in the project engineering field focusing on chemical plant, water, and wastewater design and construction. A native of West Virginia, Mr. Armstrong attended the United States Military Academy at West Point and earned his Nuclear Engineering degree. Upon graduation from West Point, he was commissioned in the US Army as an Air Defense Artillery Officer. Tours of duty while in the Army included the Republic of Korea, Fort Bliss, TX, Rio Rancho, NM, and White Sands Missile Range, NM where he commanded a battery of Patriot missile system soldiers and equipment. Aaron is a combat veteran of Operation Iraqi Freedom, deploying to Southwest Asia during the invasion of Iraq in 2003. Upon discharge from the Army, Mr. Armstrong earned his Master’s degree in Computer Information Systems. His engineering experience brings both an owner and consultant perspective to the Board and primarily works with the registrants, Board staff, and Board members to ensure compliance with the Engineering Laws, Rules, and Regulations of West Virginia.
